Veterinary Import & Export Permits
Requirements for Import/ Export of Horses
1. Written application for import/export to the Director, Department of Veterinary and Pest Control Services, FMARD Abuja submitted as hard copy or soft copy to Livestockcommodityng@gmail.com
2. Complete application form
3. Attach a scanned copy of health certificate from the Veterinary Authority of the exporting country.
4. Please take note of information on vaccination and provide test results where necessary as indicated in part B (sanitary requirements) of the application form.

Requirements for Animal Vaccines & Biologics Permits
1. Complete application form and submit to the Director, Department of Veterinary & Pest Control Services, Federal Ministry of Agriculture & Rural Development, Abuja or through Livestockcommodityng@gmail.com
2. Health certificate or manufacturers declaration from the Veterinary Authority of the exporting country.
3. Provide acceptance letter from the receiving laboratory.
4. Please provide information about the vaccine/sample/specimen and other biological material.
5. Please note that if the sample is from endangered species, you will need to contact Federal Ministry of Environment for CITES which is a prerequisite for issuance of the permit.

REQUIREMENTS FOR HONEY & HONEY BEE PERMITS
1. Complete application form and submit to the Director, Department of Veterinary & Pest Control Services, Federal Ministry of Agriculture & Rural Development, Abuja, or through Livestockcommodityng@gmail.com.
2. Health certificate from the Veterinary Authority of the exporting country.
3. Take note of the sanitary information in the part B of the application form
4. Also note that the import requirements of the importing country must be fulfilled

Requirements for Import/ Export of Pig
1. Written application for import/export to the Director, Department of Veterinary and Pest Control Services, FMARD Abuja submitted as hard copy or soft copy to Livestockcommodityng@gmail.com
2. Complete application form
3. Attach scanned copies of:
i. Health certificate from the Veterinary Authority of the exporting country.
ii. Relevant test results of porcine diseases as found on the sanitary aspect of the application form.
iii. All other relevant documents (e.g. certificate of origin) as applicable to PIGS intended for import into Nigeria.

REQUIREMENTS FOR IMPORT/ EXPORT OF SEMEN
1. Written application for import/export to the Director, Department of Veterinary and Pest Control Services, FMARD Abuja submitted as hard copy or soft copy to Livestockcommodityng@gmail.com
2. Complete application form and indicate proposed date of travel
3. Attach scanned copies of:
i. Health certificate issued by the Veterinary Authorities of the exporting country
ii. Certificate for quality analysis of the semen (semenogram)
iii. All other relevant documents having stud information (e.g. bull name, batch code, registration number into the herd etc.)
iv. Relevant test results as indicated in the sanitary requirements
Note that the permit is valid for 14 days from the date of issue.
Requirements for Import / Export of Cattle/Sheep/Goat
1. Written application for import/export to the Director, Department of Veterinary and Pest Control Services, FMARD Abuja submitted as hard copy or soft copy to Livestockcommodityng@gmail.com
2. Completed application form
3. International Veterinary Health Certificate from the competent Veterinary Authority of the exporting country.
4. Relevant test results of cattle/sheep/goat diseases as found in the sanitary aspect of the application form.
5. All other relevant documents (e.g. certificate of origin) as applicable to the species

Requirements for Import/Export of Dog/ Cat
1. Complete the application form and indicate the date of travel
2. Attach copies of the following documents:
i. Health certificate attesting to the health status of the pet. This must be signed and stamped by the attending Veterinarian and endorsed by the official veterinarian of the exporting country.
ii. Recent Rabies vaccination record that is not more than a year old. (Only inactivated vaccines may be used).
iii. Laboratory result for Rabies serology test.
3. Forward all the above copies via email address: livestockcommodityng@gmail.com or submit hard copies to the office of the Director, Department of Veterinary & Pest Control Services, Federal Ministry of Agriculture & Rural Development, Abuja
Note: It takes 3 working days to process the permit and when issued the permit is valid for 14 days.
REQUIREMENTS FOR EXPORT / IMPORT OF ANIMAL PRODUCTS
Meat and Dairy products of Bovine, Bubaline, Equine, Ovine, Caprine or Porcine spp
I. Written application for import/export
II. Complete the application form
III. Certificate of product value Analysis
IV. Certificate of microbiology analysis
V. Radiology certificate
VI. Health certificate
VII. Packing list/Indicate the type of packaging
VIII. The weight of products in metric tonnes
IX. Scanned copies of all other relevant documents
You can either submit hard copies to the office of the Director, Department of Veterinary & Pest Control Services; or send soft copy to our email address Livestockcommodityng@gmail.com
N.B: Import of meat, poultry and poultry products is currently under restriction.
PROCESSING FEES FOR VETERINARY EXPORT AND IMPORT PERMIT
How to make payment
Step 1: Visit www.remita.net
Step 2: Click on Pay a Biller
Step 3: WHO DO YOU WANT TO PAY– Select Fed Ministry of Agric and Rural Dev
Step 4: NAME OF SERVICE/PURPOSE– Select Veterinary Export and Import Permit.
Step 5: Enter GIFMIS code– 1000174430
Step 6: Description- Enter type of animal or animal product
Step 7: Enter fee for applied commodity as listed on Table 1 below
Step 8: Complete payment details. Note, Payer’s details must correspond to Importer or Exporter’s details.
Step 9: Submit to generate Remita Retrieval Reference (RRR)
Step 10: Make payment at the Bank or Pay Online using generated RRR
Step 8: Collect Treasury receipt at the Ministry with bank receipt of payment
Step 9: Submit copy of Treasury Receipt and Bank receipt of payment with completed application form and supporting documents to the office of the Chief Veterinary Officer of Nigeria / Director, Department of Veterinary and Pest Control Services, Federal Ministry of Agriculture & Rural Development, FCDA Secretariat, Area 11, Garki Abuja or email it to vpcs@fmard.gov.ng
