FG DISTRIBUTES REFRIGERATED MEAT VANS TO ENHANCE MODERN MEAT HAULAGE SYSTEM
Federal Government has demonstrated its unwavering commitment to resuscitate meat haulage system in Nigeria by flagging-off distribution of refrigerated Meat Vans to Butchers and Meat Seller’s Association to commence the process of modernized meat haulage system in their respective States.
Speaking during the National Stakeholders Workshop on Meat Hygiene /Distribution of Refrigerated Meat Vans to Butchers and Meat Seller’s Association in Abuja recently, the Hon. Minister of Agriculture and Rural Development, Dr. Mohammad Mahmood Abubakar said that the quest to address the issues concerning meat haulage was as result of concerns expressed for not ensuring safety of our foods which has caused huge amount of money in foreign exchange and has continued to limit Nigeria’s full participation in trade of most agricultural commodities outside the shores of the country.
He revealed that meat haulage was the act of transporting meat from one location to another, either within the abattoir premises or between the abattoirs in Nigeria today do not conform to global best practices that guarantees safety for transporters, the carcass and the consumers.
Abubakar pointed out that ‘’ the practice was undesired especially where carcasses had to be transported on wheel barrows ,open vans ,pick up vans , among others thereby exposing the meat to high level contamination and quality compromised’’.
Speaking further, the Minister stated that the ministry in collaboration with financial institutions and private investors expected that each state of the Federation would start with at least Five (5) refrigerated meat vans including the one that was donated free from the Federal Government through the Ministry.
Dr. Abubakar, therefore, noted that come May 29th, 2023, anyone caught transporting meat in contravention of the modern meat haulage protocols, would be left with no option than to have his/her carcasses.
Earlier, the Permanent Secretary, Federal Ministry of Agriculture and Rural Development, Dr. Ernest Umakhihe represented by the Director, Veterinary & Pest Control Services,Dr. Maimuna Habib said meat hygiene was an important aspect of food safety that should not be handled with kid gloves ,nothing that it was in recognition of the perishable nature of meat and meat offal that necessitated the need to improve on the operation of meat processing.
He pointed out that apart from the need to sanitize and bring meat haulage system in international standard ,the operation had the potential to create sustainable jobs to youths in Nigeria ,adding that it was worthy of note that ,few states and investors had already keyed into the roadmap that guaranteed delivery of safe and qualitative meat to consumers.
Umakhihe, however, noted that Ministry had contributed to the drafting of the National Food Safety and Quality Bill that had passed third reading at the National Assembly.
In his remarks, the National President of Miyetti Allah Cattle Breeders Association, Alhaji Baba Ngelzarma commended the Hon. Minister for the laudable initiative and called for an urgent need to train butchers and Meat sellers Association.
Highlight of the event was the unveiling of 11 Refrigerated Meat Vans by the Hon. Minister.

FMARD PARTNERS WITH LAGOS STATE GOVT TO ENSURE PROPER HAULAGE OF MEAT ACROSS THE COUNTRY
The Federal Ministry of Agriculture and Rural Development has assured of its readiness to partner Lagos State government in order to improve the distributing meat across the country.
Speaking during the study tour and stakeholders engagement to understudy the air-cool Meatvans from the Abattoirs and Slaughterhouses to the various meat markets in Lagos State recently, the Chief Veterinary Officer of Nigeria and Director Federal Department of Veterinary and Pest Control Services, Dr. Maimuna Abdullahi Habbib said that “the objectives of the tour was to understudy the state air-cool Meatvans, the Abattoirs and the Slaughterhouses.
She revealed that the Ministry would facilitate the process to ensure that a policy was drafted to ensure smooth operations, enforcement and implementation of the process across the nation, pointing out that the Ministry had procured 37 vehicles that would be distributed to butchers for free in order to facilitate the process across the country”.
She further stated that the Ministry would strengthened it collaboration with the Nigeria Security and Civil Defence Corps (NSCDC) to make every structure and every movement of meat from abattoir to the market across the country a success.
In her remarks the Hon. Commissioner Lagos State Ministry of Agriculture Ms. Ruth Abisola Olusanya said that “prior to the launching of Eko Meat van Project in Year 2004, Meat haulage business in Lagos State was rather disorganised, haphazard and unregulated, adding that wooden carts were used to transport Meat and Carcasses from Abattoirs and Slaughter facilities to the deboning and bulk-breaking sections.
She pointed out that four Private investors and Butchers Association Group formed the executing stakeholders to run the fleet of air-cool Meatvans from the Abattoirs and Slaughterhouses to the various meat markets statewide, noting that the project was funded by Polaris bank in agreement with the stakeholders.
She further stated that In 2009, the Ministry launched the Eko Refrigerated Meatvan Project which was an advancement of the air-cool Eko Meatvans into refrigerated form and a total of fourteen private investors’ companies along with the State Butchers Association’s and Lagoon Butchers Ventures were successfully –screened and licensed to operate the project under a jointly-registered cooperative umbrella (Agege Meat van Multipurpose Cooperative society).
In his welcome address, the state Director of veterinary services Dr. Macaulay Rasheed Molade said that “the refrigerated meat transportation project runs from 2009 till date and it is involved in the daily haulage of Meat carcasses, cattle officials, head and feet as well as other cow parts from the abattoirs/slaughter facilities to the various meat markets”.
Earlier, in his Goodwill message, the Chairman Lagos State butchers Association Mr. Alabi Bamidele Kazeem said that “the butchers have been supportive to the state government and will continue give its maximum cooperation”.
The Essence of the Visit was to understudy the model of meat haulage in the state’s abattoirs, under the umbrella company known as the EKO REFRIGERATED MEAT HAULAGE. It aimed at adopting the best practices in our abattoirs nationwide and learn from the challenges that come from the initiatives in order to improve on them.

FMARD, IOFS CONVERGE TO ADDRESS FOOD SECURITY AMONG MEMBERS
Federal Ministry of Agriculture and Rural Development (FMARD) in collaboration with the Islamic Organization for Food Security (IOFS), have converged in Abuja, to address the global issue of Food Security and Agricultural Development in the world, particularly among Member States.
Speaking during the Workshop held in Abuja recently, the Minister of State for Agriculture and Rural Development, Hon. Mustapha Baba Shehuri, represented by the Permanent Secretary, Dr. Ernest Umakhihe said that the Workshop on Strategic Planning and Policy Development in Food Security would provide opportunity for dialogue and discourse on achieving a strategic food reserve system, increase production, mobilize resources as well as Food and Nutrition Security among Members.
The Minister said that Nigeria had been selected by the IOC to serve as hub for food grain storage for its member countries.
Shehuri noted that the selection was apt as the country already had over 36 strategic grain reserve across the country, adding that some had been concessioned while seven were under the supervision and control of the Ministry.
He pointed out that Nigeria had largely demonstrated firm belief in the principles and objectives that established the Organization through the implementation of several initiatives in line with the IOFS Action Plan as conceived during the 40th Session of the Council of Foreign Ministers of the Organization of Islamic Cooperation in Conakry, Republic of Guinea in 2013.
Shehuri stated that the Islamic Organization for Food Security was a specialized institution of the Organization of Islamic Cooperation (IOC), an Inter-Governmental Organization that was established in 1964 and Nigeria became a member in 1986 as well as member of Agriculture Working Group in 2017.
The Minister revealed that the IOFS had not deviated from the core principle to provide expertise and technical know-how to Member States on aspects of sustainable agriculture and Rural Development in addressing current issues threatening food security in the world, particularly in the Africa region.
He emphasized that the country was open to direct investments in the Agriculture Sector to leverage on the gains achieved through diversification policy of President Muhammadu Buhari led Government. He, therefore charged participants to proffer solutions to the current food security challenges at the end of the workshop.
In his remarks, the Director General, Islamic Organization for Food Security (IOFS), Yerlan Baidulet said that the objective of the workshop was to build the capacity of government officials on basics and practices of strategy development, legislation improvement, creation of government inter- sectorial mechanisms on food security.
He added that the organization would ensure that food system were capable of addressing the problems of access to food and adequate nutrition.
Earlier, Officer in Charge of the Regional Hub of Abuja- IsDB Nigeria, Mamadou Alpha Bah, disclosed that over 80 participants from 13 Member States of IOFS were participating in the two-day workshop.
Bah pointed out that the significant essentials of sustainable Food Systems was effective and competent Food Security Governance that aimed at overcoming the food security problems, including hunger and malnutrition through developing and implementing the national and subnational legal and regulatory frameworks on food and nutrition security among others.

FMARD BAGS AWARD OF EXCELLENCE
The Permanent Secretary, Federal Ministry of Agriculture and Rural Development, Dr. Ernest Umakihe has received, on behalf of the Management and Staff, an award of excellence, good governance and transparency in the area of procurement from the Center for Transparency Watch.
Speaking during the event that took place at the Permanent Secretary’s Conference room, recently, the Permanent Secretary expressed delight at the gesture, emphasizing that it was worthy of note, that a group recognized what the Ministry had been doing in the procurement process and had deemed it fit to reward the Ministry.
In his words, “it shows that we are doing the right thing in the procurement process”.
Umakhihe added that, “we are grateful that you have seen through the transparency we displayed, on behalf of the Ministry, I say thank you and appreciate your coming to honour us”.
He also commended the Directors of the Ministry for joining in the transparency drive, noting that the award was not for him alone but for all Management staff especially members of the Ministerial Tenders’ Board, particularly the procurement Directorate that are involved in the analysis, evaluation and bid opening.
In his remarks, the Executive Director, Center for Transparency Watch, Mr. Emmanuel Ayule said the award, (Distinguished Honour Award of Excellence) was given to the Management for their outstanding performance in ensuring transparency, good governance and excellence in public service.
He, therefore, pointed out that he had been engaged with Ministry for some years and observed that due process was followed according to the procurement law, which was the reason for the award.
In her remarks, Director Special Duties, Mrs. Fausat Lawal commended the Organisation for recognizing the Ministry, especially on procurement process.
She pledged that the Ministry would continue to be transparent in the discharge of its duties, noting that the award received would spur the Management to do more.

FMARD, PARTNERS HOLD REGIONAL SUMMIT TO ADDRESS THE ISSUES OF FARMERS-HERDERS CONFLICT
Federal Ministry of Agriculture and Rural Development (FMARD) in collaboration with its development partners organised a regional summit to address the issues of farmers- herders’ conflict to create peaceful coexistence, food and nutrition security.
Speaking during the Summit held recently in Abuja, the Minister, Federal Ministry Agriculture and Rural Development, Dr. Mohammad Mahmood Abubakar said that the Summit with the theme “Promoting Peace and Climate Security in the Crop and Livestock farming Sectors” provided the opportunity for dialogue and discourse on the way forward for achieving peaceful coexistence between crop farmers and livestock herders whose incessant conflict in the region was threatening food and national security in Nigeria.
Abubakar stated that the surge in the age-long conflict had been recently attributed to the complex interaction between the changing nature of the availability and access to natural resources (land and water) in the region as a result of the effects of climate change, adding that other factors include the rapidly rising population of humans and livestock, diminishing arable and grazing lands, among others.
He pointed out that Farmers-herders conflict predated the existence of Nigeria as an independent, sovereign nation, noting that it was a conflict that the previous and current generations of farmers and herders, especially rural dwellers have come to know and managed properly using traditional methods.
In his words, “the dimensions it has taken lately call for deep introspection into unravelling the causes of the heightened, unwarranted attacks by both actors in the conflict and more innovative ways of addressing it”.
Speaking further, he revealed that Natural resources are under increasing stress due to climate change, leading to fierce competition and violent conflicts over their use. While climate change was not a precursor to the migration of herders to the southern and north-central of Nigeria, it had increased their migration from areas with a high frequency of drought and lower availability of natural resources to the southern forest zone with better resources for their livestock.
The Minister commended the organizers of the event, the Ministry and its partners, the United Nations Development Programme (UNDP) among others, for creating opportunities for dialogue, strengthening peace-building mechanisms, investing in initiatives that foster economic interdependence between herders and farmers as well as fostering social protection measures against sensitive conflicts in the country.
In a goodwill message, the Chairman, House Committee on Agricultural Production and Services, Hon. Muntari Dandutse said that the summit was timely especially at this critical time when the world is faced with lots of challenges in food production citing the Ukraine- Russian issues among others.
He stated that Federal Government was doing a lot to solve the conflict between farmers and Herders by supporting the State Government but unfortunately, it had trickled down.
Hon. Muntari, therefore emphasized the need for fund given to the State Government to be utilized effectively down to the level of local Government.
In her remarks, the Minister of State for Federal Capital Territory, Dr. Ramatu Tijani Aliyu said the upsurge in conflict between farmers and herders also posed a threat to peaceful co-existence between communities.
Highlight of the event was the interactive session, inspection and exhibition of Dairy products, among others.

FMARD, STAKEHOLDERS STRATEGIZE TO RESUSCITATE YAM EXPORTATION
The Federal Ministry of Agriculture and Rural Development in collaboration with other relevant Stakeholders have taken steps to resuscitate yam exportation in the country to boost national wealth creation, food security amongst others.
In a workshop, held recently in Abuja, stakeholders deliberated and synergized on the measures to address the challenges hindering the smooth process of yam export.
In his address to declare the workshop open, the Permanent Secretary of the Ministry, Dr. Ernest Umakhihe represented by the Director, Federal Department of Agriculture, Engr. Abdullahi Garba Abubakar said that the aim of the meeting was to resuscitate the Nation’s consciousness on the export of yam for national wealth creation, increase income for farmers and job creation, noting that the workshop was timely as Nigeria was diversifying its economy towards non- oil export commodities.
Dr. Umakhihe said that, “Nigeria is the leading producer of fresh yams, yet it is unfortunate to note that despite the huge production, Nigeria is nowhere in the map of countries that export yams.”
He warned that “if we must have sustainable food security for our teeming population of over 200 million Nigerian people and have enough to export to other countries, there is need to critically examine the factors militating against quality production and export of our major commodities of which yam is one of them.”
The Permanent Secretary added that “It therefore become imperative to put Nigeria in its right position by considering its contribution to global production.
Speaking further, he emphasized that In 2020 Nigeria contributed 67% while Ghana 10% to global output. However, Ghana remains the second highest world exporter of yam for over ten years and the highest in West Africa with 94% to annual export contribution.
The Permanent Secretary expressed optimism that Nigeria can earn six times more than Ghana based on her production capacity.
He therefore stressed that to achieve the enormous task of repositioning yam for as an export crop, deliberate action must be made to take yam production, processing and marketing to the next level in line with international best practices.
In his remarks, the Director, Federal Department of Agriculture, Engr. Abdullahi Garba Abubakar represented by Deputy Director Nutrition Division, Dr. Oyeleke Oshadiya stated that yam, a variable crop was second to non in Nigeria.
He added that the workshop had provided an avenue for stakeholders in the sector to deliberate on the way forward in order to boost the income and improve the standards of living of yam farmers to bring prosperity to all yam value chain players.
In his good will message, the National President, Yam Farmers and Marketers Association of Nigeria, Prof. Simon Irtwange commended the ministry for organizing the workshop and hoped that it would become an annual event.
He highlighted some of the challenges the Association was faced with to include funding, certification among others.

REGIONAL SUMMIT ON CLIMATE SECURITY AND FARMER-HERDER CONFLICT RESOLUTION IN THE LIVESTOCK SECTOR
The Federal Ministry of Agriculture and Rural Development (FMARD) , United Naions Development Programme (UNDP) and Food & Agricultural Organization of the United Nations (FAO) are jointly holding a Regional Summit on Conflict Resolution in Livestock Sector, with the theme: ‘Promoting Regional Peace and Climate Security in the Livestock Sector’.
AGRICULTURAL TECHNOLOGY WILL ENHANCE PRODUCTION AND BOOST REVENUE – SHEHURI
The Minister of State for Agriculture and Rural Development, Hon. Mustapha Baba Shehuri has said that Agricultural Technology would enhance production, boost Revenue Generation as well as Revolutionize the Agric Sector. He added that it will fast-track increase in yield, better packaging of Agricultural Products and attract Foreign Investors.
Speaking during the Handing over/ Taking over of the China –Aid Nigeria Demonstration Center, Project, Bwari – Abuja, recently, the Minister of State for Agriculture and Rural Development, Hon. Mustapha Baba Shehuri represented by the Director, Department of Rural Development, Engr. Udo Daniel stated the Project would ensure the transition from the small scale production model to a specialized commercial agricultural model.
Shehuri revealed that the objectives of the project was to provide and transfer advanced technology to the Nigerian youths as an enterprise, training of local farmers in advanced technology to enhance productivity and wellbeing of Nigerian farmers.
He added that it would train farmers on Agro- Processing Technology, Cultivating their interest in becoming micro and small scale entrepreneurs geared towards owning their agri-business.
He stated that “the history of this project dated 10th July 2013 while the actual construction work started in 2021 and was completed on 10th October, 2022 after series of documentations, adding that the facilities at the center are of world class and includes Agricultural Technology Training and Research centers, Processing and Exhibition Centers; Irrigation Facilities and Farmland Demonstration”.
In his remarks the Hon. Minister of State, Budget and National Planning, Prince Clement Agba, represented by Mrs. Fatima Sheji said that “the bilateral relation between the two countries started way back in 1971 and has maintained cordial relationship that brought about so many developmental activities across the country”.
In his welcome address, the Chinese Ambassador to Nigeria, Mr. Cui Jian Chun said that ” his country will continue to strengthen the bilateral relation with Nigeria in terms of military, electricity and agricultural development in order to improve and ensure food and security in the country’’.
He revealed that the farm produce ranges from Hybrid Rice, Beans, Cassava, Yam and Corn among others with modern mechanized farm equipment to ease process between planting and harvesting period.
Earlier, in his Goodwill message, the Chairman Bwari Area Council Hon. John Gabaya represented by the supervising Councilor for Environment and Forestry, Hon. Salihu Mathew said that “Bwari Area Council has been a very peaceful community where all strangers are welcomed including foreigners regardless of where they come and that it is a singular honour to have this type of development in his territory”.
Highlight of the Event was the Handing over/ Taking over of the China –Aid Nigeria Demonstration Center, Project as well as a guided tour of the project by HMS Representative.
In attendance were Representative of the Minister of State, Budget and National Planning, Directors in the Ministry of Agriculture and Rural Development, Chinese Officials among other stakeholders.
The Project covers an area of 31.38 hectares with a total area of 3,521.55 square meters for each building and about 20,000 square meters for the access road of the park and supporting construction works at elevated area on both sides of the Dam.

FG LAUNCHES TADS TO ERADICATE ANIMAL AND ZOONOTIC DISEASES IN THE LIVESTOCK SECTOR
In a bid to address the challenges bedeviling the Livestock Sector, the Federal Government has launched the National Strategic Documents for the Control of Transboundary Animal Diseases (TADs) to eradicate Animal and Zoonotic Diseases in the Livestock Sector.
Speaking during the event that took place at the Banquet Hall, State House, Abuja, recently, the Vice President of Federal Republic of Nigeria, Prof. Yomi Osinbajo, represented by the Minister of Health, Dr. Osagie Ehanire said that Transboundary Animal Diseases were among the most economically devastating Diseases of Livestock in the West and Central Africa Sub-Region.
Prof. Osinbajo pointed out that it was responsible for more than 29 Billion-Naira losses annually in the Livestock Sub-Sector, through mortality, morbidity and trade restrictions on Nigeria occasioned by the endemicity of some of these Diseases in Nigeria.
The Vice President stated that the Federal Government through Ministry of Agriculture and Rural Development in collaboration with relevant stakeholders in other MDAs, were at the forefront of coordinating the fight against diseases that afflict animals.
In his words “Intensive surveillance, epidemiology and response are being conducted in the hotspot areas, to keep the rising profile of the diseases in check. We work also in collaboration with State Veterinary Services, particularly in frontline international borders. In addition, mass vaccinations against economically devastating diseases are carried out annually for millions of cattle, sheep, goats dogs, etc’’.
Prof. Osinbajo said that the Government realizes that despite all efforts at controlling diseases both within and along transhumance corridors, veterinarians, clinicians, animal health service providers and other important stakeholders require a roadmap that will guide them properly, to be able to control and achieve eventual eradication of these diseases.
He informed that the development and validation of strategic documents had received wide stakeholder inputs and contributions from experts as well as key players in animal health and the livestock industry.
Speaking further, Osinbajo noted that ‘’the contents of the strategies are self-explanatory and straightforward for easy understanding, especially by respective experts. It is thus our desire to see to the smooth implementation and operation of the strategies, to ensure realization of the objectives they are meant to serve’’.
In his remarks, the Minister of Agriculture and Rural Development, Dr. Mohammad Mahmood Abubakar stated that ‘’ the ministry through the Department of Veterinary and Pest Control Service in collaboration with relevant stakeholder developed and validated National Strategic plans for the control and eradication of major Transboundary Animal Diseases such as Contagious Bovine Pleuropneumonia (CBPP), African Trypanosomosis & Tick Borne Diseases and Foot and Mouth Disease (FMD) in cattle; Peste Des Petits Ruminants (PPR) in sheep and goats, African Swine Fever (ASF) in pigs and Newcastle disease (NCD) in chickens, among others’’.
He revealed that the Federal Government was targeting the establishment of Primary Animal Health Centers in all 774 Local Government Area to tackle TADs Challenges Holistically across the country.
Earlier, the Permanent Secretary, Federal Ministry of Agriculture and Rural Development, Dr. Ernest Umakhihe represented by Director, Rural Development, Engr. Udo Daniel stated that ‘’ the TADs are highly contagious diseases that have the ability to spread very rapidly across national and international boundaries.
They have high potentials of causing great socioeconomic losses and public health consequences to our livestock farmers and pastoralists who depend on these animals as their means of livelihoods’’.
Dr. Umakhihe lauded the Developmental Partners for their continuous support and collaboration with the Ministry in addressing many challenges bedeviling the livestock subsector in Nigeria.
Highlight of the event was the official unveiling of the National Strategic Documents for the Control of Transboundary Animal Diseases (TADs).
In attendance were the Representative of the Vice President, Development Partners from FAO among other Stakeholders.
